The Loma Prieta Earthquake struck San Francisco on October 17th, 1989 at 5:04 p.m galvanizing its citizens to action. Nowhere was this more evident than in the Marina District, where liquefaction caused the collapse of many buildings. Water mains cracked and ruptured gas mains started structural fires. To the rescue came the SFFD Fireboat Phoenix, joined by firefighters of the SFFD along with countless volunteer citizens – the grassroots beginnings of the Neighborhood Emergency Response Team (NERT). These efforts helped avert a repeat of the tragic 1906 Earthquake when uncontrollable fires left San Francisco in ruins.



MISSION
The Marina Earthquake Monument -MEQM- Committee’s mission is to establish a monument to:
· Remember the1989 Loma Prieta Earthquake and its effects on the Bay Area
· Honor the Fireboat Phoenix, the SFFD, and the NERT program
· Educate the public about the importance of disaster preparedness
· Illuminate the historical connection between the 1906 Earthquake, the 1915 Pan-Pacific Exposition and the Marina District
MONUMENT
The original 53-year-old sixteen-foot tower monitor from the Fireboat Phoenix will be incorporated into an urban monument as a permanent memorial to the 1989 Loma Prieta earthquake. It will commemorate the Fireboat Phoenix (built in 1954) and the Portable Water Supply System (PWSS - invented in S.F. by Asst. Chief Frank Blackburn (ret.), SFFD, in 1984) that worked together to save the Marina District from a major fire that followed the 1989 Earthquake. The monument will be placed on an existing plot of grass by the SFFD reserved parking area adjacent to the Marina Green along the S.F. Bay. It will serve as both a tribute to the San Francisco Fire Department’s response and interaction with neighborhood citizens in 1989, and as an educational tool that can show how the PWSS works using water from the S.F. Bay. Furthermore, it will remind the public of the importance of emergency preparedness (NERT Training). Finally, It will serve as a gathering place to remember this unique San Francisco event for years to come.
